Job Summary:

The Program Quality Technical Advisor III will provide technical and management support to CRS’ regional and country program teams, ensuring high-quality programming in line with CRS principles, donor guidelines, and industry standards. The role is critical in enhancing the quality, effectiveness, and adaptability of CRS programs across the region.

Roles and Key Responsibilities:

  • Support the implementation of the East Africa Regional Office (EARO) strategy and regional initiatives.
  • Assist regional and country teams in strategic planning and quality assurance systems development.
  • Lead or assist with the technical design of large, complex proposals and ensure alignment with donor strategies.
  • Coordinate staff and partner capacity strengthening through training, workshops, and mentoring.
  • Facilitate knowledge management by coordinating research, impact reviews, and learning events.
  • Provide short-term program quality management support to country programs during key milestones in the project cycle.

Basic Qualifications:

  • Master’s Degree in International Relations or a related field.
  • At least five years of relevant international experience in advisory or management roles, ideally with an NGO.
  • Experience in technical assistance and proposal development for external donor funding.
  • Knowledge and application of technical principles and cross-sectoral approaches.
  • Experience in business development, monitoring and evaluation, and networking with donors and partners.
  • Proficiency in MS Office and web conferencing tools.
  • English required; Arabic desirable.

Travel Requirement:

Willingness to travel up to 35%.
