Role Overview
The job holder is responsible for providing assistance to Package Managers in the organization, management and control of the 5 Construction Packages (Pipeline, AGIs, Terminal, Jetty and Pipes supply), broken down in +10 Contracts.
The job holder is responsible for all support services activities in the following domains: Budget and Cost Control, Scheduling and Progress Control, Reporting, Human resources and associated logistic, Methods and Organisation, Documentation Control, IT.
The job holder reports to the Construction Manager and shall as well implement directives – as approved by Project – given by Project Control Manager (functional link).
The job holder is also accountable for respecting H3SE rules and requirements and for ensuring their application within his scope of responsibility.
Activities
- To adopt and demonstrate an exemplary behaviour with regard to H3SE, to implement and control H3SE rules and requirements within his area of responsibility,
- To set the framework, manage and empower Construction Project Control team to lead and be accountable for routine activities.
- To be involved in the change management, especially on cost and schedule aspects
- To prepare / review the successive revisions of the different packages Estimated Final Cost (multi-year budget) and participate to the development of yearly Work Programs and Budgets, monitor budget transfers, all in accordance with Company Rules and Project procedures,
- To monitor and control day to day contracts activities and, in coordination with Contracts Engineers, day to day contract administration preparation and follow-up of scope changes, preparation and negotiation of Change Orders, reminder of obligations to Contractors… up to contract close-out,
- To coordinate the cost control activities to ensure a constant and close monitoring of the costs and expenditures, in accordance with Company Rules and Project procedures,
- To coordinate the planning and progress control activities (close monitoring of Contractors progresses) in accordance with Company Rules and Project procedures,
- To ensure reporting (appropriate content and quality of information) within the timeframe required in relevant project procedures,
- To implement and maintain procedures, specifications, means and tools required to ensure an efficient management of all flows of documents during all the phases of the Project and in all project work locations. Participate in the set-up and implementation of the Documentation Management system of Contractors, clarify rules / procedures and have them properly applied, jointly with the assigned Document Controller,
- To define, set-up, validate and maintain necessary means and tools – jointly with the assigned Document Controller – for the timely preparation of the hand-over of documentation to Operations team,
- To ensure, when relevant, a consistency in the project control means and methodologies along construction packages.
- To coordinate with EACOP CO. for the management of correspondence,
- To timely report to the Package Managers and Project Control Manager, highlighting progresses and encountered areas of concern,
- To observe and impose strict confidentiality in the performance of the documentation management all along the course of the Project.
Accountability
- Ensure that the Company Policies, rules, guidelines, and procedure are enforced.
- Ensure the continuous and rigorous maintenance of Budgets and Schedules (as described in “Activities”),
- Ensure the timely and accurate reporting of the Marine Terminal activities with liaising as required with the whole Marine Terminal team (including Site based Company representative),
- Control the schedule/progress performance of the Marine Terminal Contractors.
Requirements
- Engineer degree or master’s degree in business (or equivalent) with sound knowledge in all discipline of Project Control,
- Minimum 10 years of experience in Oil & Gas Industry and minimum 5 years with similar large-scale projects & environment,
- Ability to work under pressure and stressing conditions,
- Team spirit and adaptability to an international work context. Ability to work in a multi-cultural business environment,
- Good interpersonal and communication skills,
- English as mother tongue or Fluent in English (speaking and with excellent writing skill).
About Our Client
The EACOP project includes a 1445km 24in main oil export pipeline, 8 above ground facilities [AGI: including 6 pumping stations (PS-1 thru 6) and 2 pressure reduction stations (PRS-1 and 2)], a green field Marine Terminal (MST) with an export jetty and Load Out Facilities (LOF) and a series of main line block valves (MLBV) and a long line heat trace (LLHT) heating system. Approx. 150km of feeder lines from Upstream facilities from Tilenga and Kingfisher fields will tie-in to the EACOP project. EACOP is developing the Tilenga Feeder line on behalf of the Tilenga Project. The EACOP Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID.
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
In the current context of low oil price, the project needs to be developed with low CAPEX & OPEX to support the economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus
