Job Overview
UNICEF is seeking an International Consultant to support the Ministry of Health (MOH) Zanzibar in strengthening the Health Human Resources (HRH) ecosystem. This role focuses on updating HRH staffing norms, developing a comprehensive HRH strategy and toolkit, and addressing workforce management and planning.
Key Responsibilities
- Review and finalize MOH staffing database.
- Prepare staffing distribution benchmarks.
- Perform a gap analysis on the current health workforce distribution.
- Develop and present a Human Resources for Health Strategy.
- Create a Human Resources for Health Toolkit.
- Provide training for MOH staff on the toolkit.

Qualifications
- Master’s degree in Public Health, Health Services Management, or related field.
- Minimum of 10 years of experience in HRH management.
- Expertise in policy planning and workforce management.
- Fluency in English; knowledge of Swahili is an asset.
